The New York state Supreme Court has ruled that the City's schools are receiving inadequate financial support under the current funding system. Jay Heubert, associate professor of education and law, said that the decision may have a trickle-down effect. "The decision has national significance because all of the states are adopting high standards and accepting the notion that all kids can reach these standards, and yet virtually all of the states are much less forthcoming when it comes to putting up the money to get the job done."

The issue that led to the recent ruling is the question of whether City schoolchildren are receiving proper education in preparation to be productive citizens.
