Henig: With New Authority Under ESSA, States Need "Coherent Vision" for Role of Public Education

ESSA, which takes effect next fall, requires states to submit policy plans to the federal Department of Education. Who has final say over K-12 education policy varies from state to state, depending on their constitutions, and "skirmishes are breaking out in several states over who's in charge," Education Week reports.
